OQPC has complied the following collection of resources to assist government policy officers who work with OQCP to develop Government legislation and private members and their staff who instruct OQPC to prepare Bills and amendments for introduction into Parliament. 

 

This handbook is part of the Governing Queensland suite of handbooks.

It outlines legislative processes including the policy context, drafting a Government Bill or subordinate legislation, and the parliamentary and Executive Council processes.

A guide to using the Queensland Legislation website to find Queensland legislation and related information.

This guide also helps new and occasional users of legislation understand the processes involved in making written law.


Guides for departmental policy officers

A guide for government policy officers working with OQPC to develop legislation.

This guide gives an overview of the roles of policy officers and drafters, and information about preparing effective drafting instructions and the drafting process.

Images, such as diagrams and maps, are sometimes used in legislation to illustrate concepts.

This guide assists policy officers and others who create images for legislation to ensure the images display clearly and are compatible with OQPC’s drafting and publishing software.

Most subordinate legislation expires 10 years after it is made.

This guideline sets out matters to be considered by OQPC and policy officers when re-writing subordinate legislation to ensure the legislation remains relevant, is legally effective and well-drafted.

Each year, regulations are prepared to adjust the amounts of fees charged for various activities.

This guideline sets out matters to be considered when preparing drafting instructions for fee regulations. OQPC has an obligation to ensure fee provisions are lawful, consistent with fundamental legislative principles and well-drafted.

Checklists and templates for departmental policy officers

This checklist is for use by policy officers who are preparing drafting instructions for a Bill or amendments to a Bill.

The checklist helps policy officers give OQPC the information that will assist with drafting the legislation including, for example, authority to draft the legislation and critical timeframes.

This template has been prepared to help policy officers prepare the initial drafting instructions required to start the drafting of a Bill, amendments of a Bill or subordinate legislation.

The template is annotated to fully explain how to write good drafting instructions and can be adapted to suit the scope of the instructions being prepared.

This checklist has been prepared for policy officers who are preparing drafting instructions for regulations and other subordinate legislation.

The checklist helps policy officers give OQPC the information required to draft the legislation including, for example, the legislation that authorises the preparation of the subordinate legislation and critical timeframes.

A guide for members of Parliament and their staff who work with OQPC to draft Bills and amendments of Bills.

This guide provides an overview of preparing drafting instructions, preparing statements of compatibility with human rights, and introducing a Bill into Parliament.

This template has been prepared to help members of Parliament and their staff prepare the initial drafting instructions required to start the drafting of a Bill or amendments of a Bill.

The template is annotated to fully explain how to write good drafting instructions and can be adapted to suit the scope of the instructions being prepared.

This checklist has been prepared for members of Parliament and their staff who are preparing drafting instructions for a Bill or amendments to a Bill.

Other resources

The City of Brisbane Act 2010 and Local Government Act 2009 provide for the Brisbane City Council and other local governments to make local laws for good rule and government in their local government areas.

These guidelines were prepared to help local governments in drafting local laws to ensure consistency and high quality.
